The registered tool resolves the filtered catalog from each tool call's RuntimeContext (ToolCallParam#getRuntimeContext()), keeping concurrent calls and
sessions isolated without re-registering the tool. A legacy catalog reference is consulted only
for deprecated callers that invoke the tool without any RuntimeContext.
