Agent-facing tool for proactive outbound delivery into any registered channel (DingTalk, WeCom, ...). Registered onto an agent's toolkit by the hosting plane's agent assembly.
The agent supplies the target (channel_id + peer_kind + peer_id) and
either text or markdown. The tool returns a short status string.
